Rail maintenance is often treated as a cost line in the budget. In reality, it is a critical form of risk management. Every incorrectly performed intervention increases exposure to multiple risks:

• Failure/Operational risk – unexpected rail defects and disruptions
• Safety risk – crack propagation beneath the surface
• Budget risk – new rails, new wheels are very expensive
• Reputation risk – service interruptions erode public trust

Cutting maintenance budgets in the wrong place does not reduce costs. It shifts the risk into the system.
